I do know that sometimes hotels, will give discounts to large groups of people. Call around, let them know that your having a wedding and 'this many" people are coming and may need a place to stay. They can block of a set number of rooms, because it more or less gaurentee's them $$$$.
Also check with airlines, for large group discounts, or rental car places, etc.
As for the rest of the questions; I think a small welcome meal, maybe a small personal tour of Hawaii to those that haven't been there would be good.

What I would do (like RevMatty said) is talk to local hotels and try to reserve a block of rooms for a discount to your guests. Then make up little gift baskets for them.

In the basket you could put some local maps, local treats/trinkets, directions to the wedding, maybe a wedding day timelime and/or program, and a thank you for coming note.

The welcome lunch sounds like a nice idea too (if you can swing it); but I don't think you need to do much more. People are going to expect that you have alot going on getting things ready for the wedding.
