Yeah this is an avatar. You can upload a picture for your avatar in the User CP. On the left hand side you will see a link to "Edit Avatar"

You can put in a direct link to the image or upload it from your computer. The picture will have to be small; the maximum size is 80 by 80 pixels or 19.5 KB (whichever is smaller).
