It is likely that the $.24 wasn't taken out, but put in. The payout for March just went out. Check again to be sure, if there is still a problem send Levi a PM.

When you sign up with PayPal you have to assign an email address and password to your account; this is your log in information. So you just have to log in at PayPal.com to access your account ;)

If you haven't set up your account yet, you will have to do so before you can access the money from your payout.

I believe there are a couple of other threads about PayPal and Payout in this (FAQ) forum.

You will need to add the email you use here to your PayPal account. You can add up to 5 email addresses to your PayPal account.
