I had that problem finding prom dresses. The only thing that you can really do is have the dress taken in. Other than having it cusom made, which might be an option, but that's the best I can offer.

I've had alot of problems finding a dress that fights right as well. My suggestion is to get a size that fits perfectly on top, so you will only have to have it brought in at the waist.
My sister in law had the same problem. She bought a in expensive dress that had a really nice skirt and her grandmother made a new top for that would fit.

Have you tried lace-up gowns? I did not have the same problem as you but I wonder if you try a lace-up gown they could possibly lace it up tighter around your waist and not as tight on your chest. But like everyone else says you may just have to buy a dress that has to be altered. Alterations aren't that bad and most often won't change the style of the dress!

i'm having a similar prob mith one of my bridesmaids... She's quite busty too and we can't seem to find a style that will look good without making her look poofy. Eventually we found some patterns that worked, one top and one bottom. Luckily her mom is a seamstress and can make the 2 patterns work together, without charging a fortune. if you have already found the perfect dress, altering it a bit is probably your best bet.
