Those are nice and most everyone likes having picture frames.
I have no clue what to get my guests. I like your idea but I'm not having place cards. I suppose I could still set one at each table and put a little note inside the frame.

Good idea! They'd be perfect frames for wallet sized pictures!

You could put the menu in one if you really wanted to.

I think it's a great idea to use the frames as placecards and favors at the same time! I also love the idea of putting in a personal message or favorite quote.
Here are some other ideas I have seen while browsing through wedding sites and magazines...
I recently saw little fans put at each placesetting with a name card placed on top. This also served dual purpose. (This is one of my favorites... http://www.favorideas.com/shopping/prod/BWM000168.htm)
I've seen an Asian themed wedding give out chopsticks with a ribbon and note attached.
One bride had a cookie recipe that her fiance just LOVED, so she was going to put the ingredients in jars for her guests with the recipe and a personal note attached.
Similar to your idea, there are frames out there that reflect a theme, like this beach-inspired frame/placecard holder: http://www.bridesvillage.com/seaside-jewels-frame.html
You could also create a centerpiece that can be used as a favor as well. Perhaps flowers arranged in different containers, enough for each couple to take one part home.Hope this helped spark some ideas for you! I'm always looking for ways to double up and save money as well!

The frame is a good idea but please do consider my suggestion. how much is your budget anyway for the wedding favor. $1.60 is ok for your budget?
