I decided to make some mock ups for invite ideas. Every time I try and shake the embossing powder off too much comes off and if I am gentle little bits stay and ruin the overall effect. Does anyone have tips?

What kind of ink are you using? It's best to use pigment ink, as dye ink can dry too fast.

That is most likely my problem. I didn't think to check, it is quick dry, DOH

The problem with pigment inks is that they’re very slow to dry and prone to smudging while they’re wet. This is where clear embossing powder comes in handy.
Clear embossing powders not only give you a nice, shiny raised texture, they “seal” the ink so that it doesn’t smudge. Try and you are sure to come up with exciting designs.

There is embossing ink I also use this Magic rub thing. Its a powder rubbed on before so the ink catches well and the powder does not cling to where it needs to. Therefore you don't have to shake it off to hard, most will just fall off.
