This idea sounds like it could work. I would go to the local craft store and see what you can find.
You will need a paper cutter so you can trim straight edges. You don't want to make them too big or too heavy or it will cost alot to mail. Look at envelopes and try to size that way.
You could glue the layers together, or you could attach them with a coordinating ribbon.
We made our invites pretty simple, they were just printed on vellom; we made them about the size of a greeting card.
There are other diy invites here in this forum you could look at for ideas.

Hello!
There are many places that you can purchase already-cut cardstock and probably vellum also. Just make sure that your printer can take the smaller sizes and heavier paper weights.
To incorporate the burlap, what about using it where people frequently use a ribbon to attach vellum to the cardstock backing? Cut it in strips, punch one or two holes at the top and secure them together.
Or, if you have an RSVP card or other enclosed items for the invitation, you could use burlap strips, maybe an inch to two inches wide, as a band wrap to hold everything together in the envelope, like a little package.
If you need any help along the way, feel free to PM me, I love this stuff!
